Chelsea Harnish is a senior policy strategist and policy architect with more than two decades of experience advancing climate and clean energy initiatives.
She previously served for ten years as Executive Director of the Virginia Energy Efficiency Council, where she led efforts at the intersection of policy, regulation, and implementation, working with utilities, regulators, businesses, nonprofits, and policymakers to advance energy affordability, grid modernization, and demand-side energy solutions.
Her work also included campaign planning and execution to support policy adoption and stakeholder alignment.
As lead negotiator on the energy efficiency provisions of the Virginia Clean Economy Act, Chelsea played a central role in shaping and advancing one of the most significant energy policy reforms in the Commonwealth’s history, helping translate policy into real-world outcomes.
She also played a leading role in securing and safeguarding more than $400 million in public funding supporting energy efficiency and affordability programs across Virginia.
